Case study
Modernizing the administrative technology behind rural healthcare funding
Rules-based funding workflows were moved off legacy systems into a modern enterprise application serving applicants, service providers, consultants, and reviewers.
The problem
Federal funding for rural healthcare connectivity runs on detailed program rules. Applications, eligibility reviews, invoices, and changes after approval were handled across legacy systems, and several kinds of outside users needed a clear, consistent way to submit and track their work.
Scope
- Intake, eligibility, competitive bidding, funding, invoicing, and post-launch changes
- A program with an annual funding cap above $650 million and a connected-care pilot of up to $100 million
- Multiple user types: applicants, service providers, consultants, and reviewers
Contribution
- Defined requirements for intake, eligibility review, invoice review, post-commitment changes, and approval flows, written as auditable, configured requirements
- Helped modernize how invoices were submitted and reviewed, including for the Connected Care Pilot Program
- Drove 8+ interrelated application workflows from user stories through user acceptance testing, defect review, data migration, and release readiness on a quarterly release cycle
- Navigated federal compliance clearance with per-requirement sign-off tracking
- Owned annual report intake and data aggregation that fed program evaluation and funding decisions
Deliverables
- Workflow requirements and user stories
- UAT and release-readiness coordination
- Data migration coordination
- Annual report intake and aggregation
Outcomes
- Workflows carried through testing, data migration, and release readiness on a recurring release cycle
- Requirements documented in a form that supported compliance clearance and audit
